Annual submissions requirement for Institutions of a Public Character (IPCs)

Response to parliamentary question on whether IPCs need to disclose a list of top donors in their annual submissions and what is the annual submissions rate for IPCs in FY2022.

Oral PQ 5277. Mr Don Wee: To ask the Minister for Culture, Community and Youth (a) whether the Commissioner of Charities requires all charitable organisations or fund raisers which are accorded the Institution of Public Character (IPC) status to list their top donors in their annual returns; and (b) how many charitable organisations with IPC status have filed their annual returns for FY2022.

  1. Institutions of a Public Character (or “IPCs”) are not required to disclose a list of their top donors in their annual submissions to the Commissioner of Charities (or “COC”). However, all donations received and expended by the IPCs must be accounted for within their Financial Statements. Other information such as the IPCs' programmes and activities must be reported in their Annual Report.
  2. Out of the total number of IPCs required to file their annual submissions with the COC for the Financial Year ended in 2022, about 98% have submitted their returns. The COC’s office is following up with the remaining IPCs.
