Here are MCCY’s key announcements from COS 2024:
Stronger support for artists and the Arts & Heritage sector
Invest an additional $100 million over the next four years for Our SG Arts Plan (2023 – 2027)
- Grow vibrant arts and culture ecosystem and support the refreshed Our SG Arts Plan (2023 -2027) across 3 strategic thrusts:
- Connected Society
- Distinctive City and
- Creative Economy
Enhanced support to promote Arts for wellbeing of Singaporeans [NEW]
- Collaborate with art practitioners and healthcare sector partners to improve personal wellbeing through arts-based programmes
Diverse arts spaces as touchpoints to experience and engage with the Arts
- Unlock public and private spaces for the arts, for Singaporeans from all walks of life
- Kampong Java will be ready in 2024, and 45 Armenian Street is planned to be completed in 2026
Enhanced support to diversify capability pathways for arts Self-Employed Persons [NEW]
- Develop multiple training pathways and support diverse aspirations of arts Self-Employed Persons
- Enhanced Arts Resource Hub with tailored content to strengthen career resilience and competitiveness
Launch of Heritage Activation Nodes
- Launch two Heritage Activation Nodes (HAN) in 2024 to introduce heritage programming in neighbourhoods
- Katong-Joo Chiat (HAN@K-JC), in April 2024
- Clementi (HAN@Clementi), 2H2024
NHB Youth Heritage Blueprint
- Engaged over 1,000 youths to share perspectives, insights, and recommendations on strengthening youth interest in the museum and heritage sector
Building a vibrant sporting culture
Major Sports Event Fund [New]
- Set aside $165 million for Major Sports Event Fund over four years
- More world-class sporting events to be hosted in Singapore, providing more opportunities to develop local capabilities
Top up, expansion, and extension of One Team Singapore Fund [New]
- Additional $20 million on top of $50 million previously set aside
- Further expanded to:
- Support the Athletes’ Inspire Fund for promising athletes representing Singapore in emerging sports
- Provide government dollar-for-dollar matching for donations to SportCares, philanthropic arm of SportSG
- Extended till 2027
Disability Sports Master Plan
- The Disability Sports Master Plan is being updated and recommendations will be announced later in 2024
- ~20,000 persons with disabilities have participated in SportSG’s disability sport programmes since 2016
- All ActiveSG gyms will be fully inclusive by 2026
Supporting our athletes at Major Games
- Monitor athletes’ training and competition needs for upcoming Major Games
- spexPotential programme, which strengthens support for youth-to-senior athlete transition, will be fully operational from April 2024
Sports Facilities Master Plan
- Open 4 new facilities in 2024
- Kallang Tennis Hub
- Kallang Football Hub
- New basketball courts at former Bedok Swimming Complex
- Facility for softball and baseball at Jurong East
- Refreshed sport facilities in Ang Mo Kio, Hougang and Queenstown
- 4 Sport-in-Precinct projects in Keat Hong, Pasir Ris East, Tampines North and Whampoa are undergoing construction
Rejuvenating the Kallang Alive Project
- Construct new indoor arena to be among the best-in-class globally
- Current Singapore Indoor Stadium to continue operations until new indoor arena is complete
Strengthening partnerships between citizens and the Government
Launch of the Singapore Government Partnerships Office
- “First-stop” for individuals and interest groups keen to partner government, to help turn ideas into action
- Facilitate collaborations with relevant government agencies and share resources to empower citizens

Empowering youths to achieve their aspirations
Youth Panels
- Involve youths in developing policy recommendations with the Government
- ~140 youths have formed four youth panels (#JobHacks, #LifeHacks, #TechHacks, #GreenHacks) which are in progress and will engage their peers on their draft recommendations in 2H2024

SG Mental Well-Being Network
- Expand peer support networks in the community through Well-Being Circles
- 12 Well-Being Circles island-wide have reached over 3,000 residents and youths
Mentoring SG
- Support youths to make better-informed choices in key transitions, e.g education, career pathways
- Engaged over 5,000 youths and ~100 corporates
Youth Action Challenge
- Provide opportunities for youths to champion initiatives on issues that are of interest to them
- Supported over 1,000 youths and funded more than 280 projects
Strengthening the culture of care in Singapore
Set up of Collective for a Stronger Society
- Bring philanthropic donors, charities, and other stakeholders together
- Harnesses their expertise and resources
- To support, enable and uplift lower-income families
- Established by Community Foundation of Singapore in partnership with MSF and the Community Chest
Strengthening the Philanthropy & Volunteerism ecosystem
- SG Cares Volunteer Centres (VCs) have engaged ~100,000 volunteers and served more than 600,000 beneficiaries
- Work with partners to build capabilities of SG Cares VCs and community partners to better outreach, train, deploy and sustain volunteers
- Encourage more professional bodies to drive skills-based volunteerism
- Support corporate action through programmes by Singapore Business Federation and National Volunteer and Philanthropy Centre, and tax incentives under the Corporate Volunteer Scheme
